The Opportunity
TECKpert is seeking a Business Analyst, IT Demand Management to support our client, a state transportation agency in Tallahassee, FL. This role will serve as a liaison between the agency’s business offices and Information Technology to intake ideas, refine and document technology proposals in ServiceNow, and support governance activities throughout the proposal lifecycle.
The ideal candidate will have strong experience in business process analysis, requirements documentation, business case development, and stakeholder facilitation, with hands-on proficiency in Microsoft Visio for process mapping and ServiceNow for portfolio and demand management. This role supports enterprise-wide demand intake, proposal categorization, and the preparation of executive-ready materials to inform funding decisions.
Job duties include, but are not limited to:
- Coordinate stakeholder identification and conduct intake meetings with submitting business offices
- Refine proposal descriptions to capture high-level objectives, business problem and need, in-scope and out-of-scope work, assumptions, constraints, and initial risks
- Categorize and prioritize technology proposals by type, urgency, complexity, business impact, and strategic alignment using established scoring criteria
- Research, understand, and document business and system processes and their inter-relationships using Microsoft Visio
- Complete analyst-owned proposal detail fields in ServiceNow, including collaborators, business units, impacted applications, impact, and T-shirt size
- Prepare business case materials and cost-benefit narratives, including ROI/TCO estimates, cost-savings estimates, and risk summaries
- Conduct as-is and to-be analysis, identify and document existing processes, analyze gaps to the desired state, and design improved processes
- Translate strategic and operational needs into actionable requirements for application, infrastructure, and development plans
- Prepare executive-ready materials summarizing value, risk, alignment, and feasibility for presentation to agency leadership and review teams
- Support completion of cybersecurity risk assessments when required
- Collaborate with the Demand/Proposal Manager on movement of proposals through lifecycle states
- Track work against proposal tasks to ensure accurate timekeeping, workload visibility, and appropriate assignment tracking
Compensation and Term
This opportunity is for a full-time, contract position with possible extensions and pay commensurate with experience up to $108,160 per year. Medical, dental, vision and life insurance available after 30 days of hire.
Qualifications you need
A successful candidate has the following experience:
- Bachelor’s or Master’s degree in Business Administration, Communication, Information Systems, or another related field (or equivalent work experience)
- Minimum of 3 years of business process analysis and requirements documentation experience, including independent facilitation with executives and subject matter experts
- Proficiency in process mapping and modeling using Microsoft Visio
- Experience facilitating the intake of ideas and converting them into documented demands or proposals within ServiceNow or a similar portfolio management tool
- Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, and Visio
- Experience preparing business case materials, including TOI/TCO analysis, cost-benefit assessments, and risk summaries
- Experience using Microsoft SharePoint and Microsoft Teams for collaboration and document management
- Working knowledge of how business requirements translate into technical requirements
- Strong facilitation and stakeholder management skills across business units, security, and technology teams
- Excellent verbal and written communication skills
Preferred Qualifications
- Familiarity with Microsoft Power BI for executive-level reporting and summaries
- Certification in one or more of: CBAP, PMI-PBA, PMI-ACP, PMP, ITIL
- Experience supporting cybersecurity risk assessments
- Prior experience in a state government IT environment
